MP’s COMMUNICATION ON KITUI CENTRAL EDUCATION BURSARIES TO UNIVERSITY AND COLLEGE STUDENTS 2015/2016 FINANCIAL YEAR

Dear Students,
I believe you are doing well in your studies. I take this opportunity to thank all needy students who availed themselves for bursaries on 29th December 2015. As witnessed by you, the demand for educational bursaries is overwhelming in Kitui Central Constituency and I most sincerely thank all the kitui Central parents who have sacrificed so much to educate their children at college and university levels. As publicly announced to you on 28th December 2015, a total of 1980 Students from colleges and universities presented themselves for bursaries where 282 Students were categorized as University Students and 1698 college Students. Based on those numbers, we publicly announced that: at University Level, total Orphans will be awarded Kshs.10,000/=, partial orphans Kshs. 7,000/= and needy students with both parents Kshs.5,000/=. At college level, we announced total orphans will get kshs.5,000/=, partial kshs.3,000/= and needy students with both parents kshs.2,000/=. As I concluded my speech that day, I hinted that there will be further analysis of all students to confirm that they come from Kitui Central Constituency and none were captured from private colleges.
After further analysis of the student data, it was confirmed that all the students are from Kitui Central and none were captured from private colleges. However, a more serious omission was discovered where, due to the huge number of students who participated, the data capture clerks gave me a wrong summary of student categories. The final figures were interchanged where University students were 1698 and college level students were 282 and not vice versa as publicly announced by me. This interchanging of student data led to a budget deficit of Kshs. 4.5 Million. Several Options were considered on how to handle the situation and remain within a budget of Kshs.5 Million as announced to you. Out of the many options available, a decision was made to proceed as follows;
i) The allocated amount for students in colleges remain as publicly announced by me on 29th December 2015.
ii) To accommodate the new huge number of university students as a result of interchanging the data, the allocations for University students be reviewed downwards and students be grouped as Public Universities and Private Universities.

Consequently, for students in public universities, revised allocations for total orphans is Kshs.7,000/=, partial orphans Kshs.5,000/= and needy students with both parents Kshs.3,500/=. For students in private Universities, the revised figures are, total orphans Kshs.4,000/=, partial orphans Kshs.3,000/= and needy students with both parents Kshs.3,000/=.
The objective of this communication is to inform you of the revised figures and demonstrate my continued commitment to accountability and transparency. With the revised figures, the budget deficit was reduced to kshs.1 million and the Kitui Central CDF Board approved it.
As I conclude, Bursary cheques will start being distributed to your respective universities from 19th February 2016 and schedule of beneficiary students will be attached to all cheques.
